Jakarta (malangkota.go.id) – The 75-day campaign period for the general election (election) starting on November 28 is a crucial issue, considering that this stage will see mass mobilization. Therefore, all regional stakeholders, including the Acting Regional Heads, must be strongly committed to realizing regional conduciveness to deliver peaceful, neutral and successful elections in the implementation.
This is what was emphasized by the Minister of Home Affairs (Mendagri) Tito Karniavan in a briefing activity for Acting Regional Heads throughout Indonesia in order to maintain and guarantee the neutrality of ASN in the implementation of the Election in Jakarta, Friday (17/11/2023).
"I need to emphasize, and note the term of office of the Acting Regional Head which is also not short, with relatively stronger authority, then there will be periodic evaluations. This is simply to ensure the system is running, later it can also be replaced at any time," he said.
Minister of Home Affairs Tito added that according to Minister of Home Affairs Regulation Number 4 of 2023 concerning Acting Governors, Acting Regents and Acting Mayors, philosophically and in terms of value, it is to provide space and strengthen democracy.
"It is manifested by opening a proposal mechanism through the DPRD. However, I need to remind you, the nature is a proposal so that your responsibility remains with the Central Government. Because the process and determination are directly from the Central Final Assessment Team which is directly monitored by the President," Tito emphasized giving direction to all Acting KDH throughout Indonesia.
The most important and primary task of the Acting Regional Head, said the Minister of Home Affairs, is to fill vacant positions so that the implementation of government continues and this is the task of the Center. "I emphasize that because this is a Central assignment, the one who will be in the spotlight is the President, because you are all directly appointed by the President. Therefore, I warn you, carry out the mandate well," he said.
Regarding the implementation of the Election, Minister of Home Affairs Tito emphasized the importance of maintaining neutrality to all Acting Regional Heads who attended the briefing.
Responding to the direction of the Indonesian Minister of Home Affairs, Acting Mayor of Malang Dr. Ir. Wahyu Hidayat, MM after attending the activity emphasized his commitment. "Earlier I noted and instructed it to be implemented in the Malang City Government environment. Starting from socialization, education, implementation to supervision, I ask that it be carried out as well as possible. We (ASN Malang City Government) have also made an integrity pact related to ASN neutrality in the implementation of the Election," said Wahyu Hidayat.
The Acting Mayor of Malang stated that the rules related to ASN neutrality are stated in the Joint Decree of the Minister of PANRB, Minister of Home Affairs, Head of BKN, Chair of KASN and Chair of Bawaslu RI concerning Guidelines for Guidance and Supervision of State Apparatus Neutrality in the Implementation of Elections.
"Regarding this matter, to ASN and Non ASN in the Malang City Government, I order, I emphasize, I invite to uphold the principles of neutrality," said the Acting Mayor of Malang who was present accompanied by the Head of the Communication and Information Service and the Head of the Health and Political Affairs Agency.
The principle of neutrality in question is:
1. It is prohibited to provide support to Prospective Presidential and Vice Presidential Candidates, Prospective Regional Head and Deputy Regional Head Candidates, and Prospective DPR, DPD and DPRD member candidates.
2. It is prohibited to participate in election participant socialization and campaign activities and to use party attributes.
3. It is prohibited to provide letters of support accompanied by a photocopy of your ID card or other identity documents.
4. It is prohibited to use state facilities for campaigning.
5. It is prohibited to make decisions and actions that could benefit or harm candidate pairs before, during and after the campaign period.
6. It is prohibited to make invitations, appeals and provide certain items to ASN in the work environment, family and community that are biased towards one of the election participants. (wid/yon)
