Acting Mayor of Malang Delivers Smart City Implementation in 'Ngota'

Klojen (malangkota.go.id) – The Malang City Government (Pemkot) participated in the 2023 Indonesian Digital Transformation Research (RTDI) and the Indonesian Smart City Rating (RKCI) initiated by the Smart City and Community Innovation Center (SCCIC) of the Bandung Institute of Technology (ITB). Acting Mayor of Malang Dr. Ir. Wahyu Hidayat, MM explained the achievements and developments in smart city development in Ngobrol Kota (Ngota) which was the virtual assessment stage of the event from the Ngalam Command Center (NCC), Wednesday (22/11/2023).

RTDI and RKCI are activities carried out to measure the implementation of the Smart City concept in Indonesia. Through RTDI and RKCI, it is expected to be a media for evaluation and collecting input for the progress of Smart City development.

On this occasion, the Acting Mayor of Malang conveyed the commitment of the Malang City Government to implement the principles of Smart City as an approach to regional development. "City intelligence must be built intact, together, from upstream to downstream. While digital is a tool, the main thing in a smart city is the capacity and integrity of its human resources. A Smart City must be able to produce smart solutions for the city," he explained.

Furthermore, the Acting Mayor of Malang said that the smart city masterplan in Malang City has been covered by a legal umbrella through the Malang Mayor Regulation Number 43 of 2020 concerning the Malang Smart City Master Plan 2020-2025. Wahyu said that the substance of the Smart City is included in the 2024-2026 Regional Development Plan. He also mentioned that the development of a Smart City requires the role of various parties so that the Malang City Government has formed a smart institution that covers cross-sectors.

To support the sustainability of smart city, Malang City Government has built various ICT infrastructures. Some of these infrastructures include fiber optic backbone, servers with a capacity of 14 terabytes, and adequate computing devices. "We have also installed 551 WiFi spots in RW and 72 WiFi spots in public areas. There is also Ngalam Command Center and 112 service, as well as 326 CCTVs that can be accessed by the public and 15 ATCS points to support smart mobility. In addition, our services are supported by the existence of 42 public applications and 25 government administration applications that we continue to strengthen the integration," he explained.

Regarding the budget, the Malang City Government has allocated a specific budget of IDR 1,5 billion to the Communication and Information Service for the development and management of the Smart City ecosystem. Also more than IDR 570 billion for the realization of actions and quick wins spread across related regional apparatuses. In addition, the Malang City Government is also supported by CSR for city development worth IDR 883 million in 2022.

"The Smart City Challenge overlaps with today's challenges, where we are spoiled with technological advances. In this regard, the government has a focus on strengthening digital wisdom by all levels of society. We also strive to strengthen collaboration and improve governance and management in order to provide reliable ICT infrastructure and system services," he said.

The presence of the Merdeka Public Service Mall (MPP) is also an effort by the Malang City Government to provide fast, comfortable, and easy public services as a form of Smart Governance. Not only that, in order to build a smart economy, the Malang City Government continues to strengthen the creative economy and MSMEs, one of which is by building the Malang Creative Center (MCC).

"We facilitate the creative economy ecosystem, one of which is through the Malang Creative Center. We also have the Creative Economy Committee (KEK). Data and facts show that our economy through MSMEs is increasingly growing. We facilitate, we accompany MSMEs, so that they are also able to move up a class. We also have the Kamis Mbois program, where there is a requirement for ASN and non-ASN to use products made by MSMEs in Malang City every Thursday," he explained.

At the end of his presentation, Wahyu expressed his hope that in 2025 Malang City could become a World Creative City so that it would have many impacts on the community's economy. "I believe that the creative economy is also closely related to smart cities. Without a smart city, the creative economy will not be able to rise. Hopefully, a smart city can support the development of the creative economy and MSMEs," he concluded. (ari/yon)
