Malang City Government's High-Ranking Officials Take Competency Test

Starfruit (malangkota.go.id) – 29 High-ranking Officials in the Malang City Government participated in the Inter-position Mutation Competency Test for High-ranking Officials, Saturday (2/3/2024). This activity is a manifestation of the implementation of Law Number 5 of 2014 concerning the filling of positions by considering the suitability between the qualifications, competencies, and performance of officials so far.

Acting Mayor of Malang Dr. Ir. Wahyu Hidayat, MM said that the dynamics of government management are increasingly developing, so that job transfers are an important instrument to continue to ensure the best quality of leadership in carrying out government duties.

"Malang City is a city that is developing rapidly in terms of economy, tourism, and infrastructure, so it is very relevant if it needs a visionary, innovative leader who is able to adapt to dynamic changes. Of course, it is also in accordance with the demands and expectations of the people of Malang City," he explained when delivering a speech at the opening of the activity at Harris Hotel and Conventions.

The competency test is a mechanism for evaluating and assessing the performance of high-ranking officials. Wahyu also said that a special selection committee (pansel) has been formed for this assessment. The implementation of the competency test and the formation of this pansel have also been approved by the KSN (State Civil Service Commission) and BKN (State Civil Service Agency).

"This selection committee consists of people who have the qualifications that can indeed determine. Well, from there it will be my consideration to assess the performance of officials. It is possible that from these results and my assessment there will be adjustments related to high-ranking positions in Malang City," he explained.

Wahyu also motivated the participants to be able to demonstrate their technical skills and managerial expertise in helping and supporting various programs to advance Malang City. In addition, it is hoped that the participants can also demonstrate integrity, ethics, and a spirit of public service which are the main foundations for leaders in carrying out their duties and functions.

Head of the Selection Committee for the Inter-Position Mutation Competency Test for the Malang City Government's High-Level Leadership, Noor Shodiq Askandar, SE, MM, said that the assessment methods that will be implemented are track record assessment and field competency assessment. "This will be done through interviews according to the position held and the possibility of occupying another position with the criteria that have been determined by the selection committee," said the Vice Chancellor II of the Islamic University of Malang.

Also joining the selection committee this time are Indah Wahyuni, SH, M.Si (Head of the East Java Provincial Regional Civil Service Agency), Mohammad Ridwan, ST, M.Eng (Head of Regional Office II of the Surabaya State Civil Service Agency), Prof. Dr. Nazaruddin Malik, M.Si (Rector of the University of Muhammadiyah Malang) and Prof. Dr. Grahita Chandraris, M.Si, Ak., CA.
