Klojen (malangkota.go.id) – Malang City is again participating in the Phase II Assessment of the 2024 National Regional Development Award (PPD) 2024. After submitting the Malang Creative Center (MCC) as an innovation in the assessment in the previous year, this time Malang City has raised Kayutangan Heritage as a multidimensional initiative in the development of Malang City.
Acting Mayor of Malang Dr. Ir. Wahyu Hidayat, MM. explained the performance and innovation of Malang City development, especially related to the Kayutangan Heritage activation innovation in front of the assessment team from the Ministry of National Development Planning (PPN)/National Development Planning Agency (Bappenas) in a hybrid manner from Malang City Hall, Tuesday (2/4/2024). The Acting Mayor said that the Kayutangan Heritage concept was born from various inputs and backgrounds such as efforts to handle urban slum areas, as well as the realization of strategic socio-cultural areas. The development of the Kayutangan Heritage area is also an implication of Malang City Heritage which is stated in the Malang City RPJMD.
"The development of the Kayutangan area is not only for the eradication of slum areas, but also to increase the value of the area which encourages investment growth, preservation of cultural heritage and support for real economic growth such as local MSMEs and the creative economy," he explained.
The development of Kayutangan Heritage also emphasizes a holistic paradigm. Kayutangan Heritage was built as an enforcement of cultural heritage regulations by improving regional infrastructure and developing destinations and tourism packages. The existence of Kayutangan Heritage is also strengthened by community empowerment, skills training, strengthening education, and event facilitation. There is a large stakeholder contribution in the arrangement and activation of Kayutangan Heritage.
"The integrative paradigm is also implemented with hexahelix synergy with central ministries, regional apparatuses, Pokdarwis, banking, and other partners. We will collaborate with various stakeholders. There is good collaboration with partners. We also accommodate the aspirations of local residents through Pokdarwis and RW heads to discuss the hopes and obstacles they experience and we seek solutions together," he explained.
There are many impacts from the presence of the Kayutangan Heritage Area. First, from the environmental sector, the development of Kayutangan Village has contributed to reducing the slum area of Malang City by 18,04 percent (from 169,16 Ha in 2022 to 138,64 Ha). MSMEs in Kayutangan have also grown rapidly from initially only 23 businesses to 253 businesses managed by local residents. Likewise, there was an increase in investment value from IDR 667.142,1 million in 2022, in 2023 to IDR 1.917,300 billion. In addition, the increase in the number of investors in the food, hotel and restaurant industry, and other services sectors also increased from the activation of Kayutangan Heritage, namely by 205,94 percent from 101 investors in 2022 to 309 investors in 2023.
The development of Kayutangan Heritage has contributed to the reduction of poverty in Malang City from 4,37 percent to 4,26 percent in 2023. The open unemployment rate (TPT) in Malang City has also decreased from 7,66 percent to 6,80 percent in 2023. This decrease is also indicated as an impact of the establishment of Kayutangan Heritage and the development of other creative industries in Malang City.
"We will strive to continue developing the Kayutangan Heritage area, especially to improve the welfare of residents in all aspects, and also hope that it can be replicated in other areas in Malang City," he concluded. (ari/yon)
