96% of Residents Covered by JKN, Malang City Government Receives 2024 UHC Award

Jakarta (malangkota.go.id) – Improving the quality and ease of access to health services is one of the commitments of the Malang City Government (Pemkot) for its citizens. To achieve this target, one of the steps taken is to ensure that Malang City residents already have health insurance. The Malang City Government consistently continues to increase the achievement of community health insurance participation.

For the manifestation of its commitment in providing public health insurance, the Malang City Government was also awarded as a Regional Government with the Middle Category in Achieving Universal Health Coverage (UHC) which was received directly by the Acting Mayor of Malang Dr. Ir. Wahyu Hidayat, MM in Jakarta, Thursday (8/8/2024). In the 2024 UHC Award, awards were given to 33 provinces and 452 districts/cities for their dedication and high commitment in realizing UHC with a minimum coverage of JKN Program participant protection of 95% of the total population.

Vice President of the Republic of Indonesia KH Ma'ruf Amin who was present and presented the award said that UHC is a global health development concept that ensures that every individual has access to fair, comprehensive, quality health services without financial barriers. He said that as of August 1, 2024, the number of JKN-KIS participants had reached 275 million people or more than 98% of the total population of Indonesia. This is the result of synergy and collaboration between BPJS Kesehatan, ministries/institutions, and all local governments.

The Vice President encouraged all regional governments to improve the coverage of active participants and ensure comprehensive protection of the population's health. The Vice President also motivated regions that have not been able to achieve their targets to accelerate the achievement of UHC as much as possible. "Support the optimization of the implementation of the JKN-KIS program by providing affordable, quality, and equitable health services for the entire community," he said.

Meanwhile, Acting Mayor of Malang Dr. Ir. Wahyu Hidayat, MM who was met after receiving the award said that health is an important thing in sustainable development. Therefore, the health sector is one of the main things that the government is concerned about. "Of course we want all citizens to be able to get access to health services properly and easily, so that it is hoped that it can improve the health of citizens. One of them is through health insurance protection. So we continue to encourage more and more citizens to become participants (JKN)," he invited.

Based on data from the Malang City Health Office, as of August 1, 2024, the UHC achievement of Malang City has reached 107,5%, an increase from 107,01% (December 1, 2023) and 106,5% (December 1, 2022). In addition, as of August 1, 2024, 844.252 people (95,85%) were recorded as active JKN participants, this figure has increased compared to December 2023 which was at 832.611 people.

The commitment to improving the quality and ease of access to health services is also reinforced by the budget policy for JKN membership in the Contribution Assistance Recipient (PBI) segment. In fact, around 40% of JKN participants in Malang City are participants funded by the Malang City Government through APBD funding. As of August 1, 2024, the number of active PBI APBD participants was recorded at 366.194 people with a budget allocation of IDR 171.328.184.517,00.

To support BPJS Kesehatan services to the community, the Malang City Government has also launched the E-JKN Cekat application. A JKN membership service application for Malang City residents that is carried out in a Fast, Effective, Accurate, and Integrated manner. The application can be used to submit and deactivate BPJS Kesehatan membership funded by the Malang City Government.

In fulfilling the health service needs of residents, Malang City has also been supported by adequate health facilities. In Malang City, there is currently a Fully Accredited Regional Public Hospital according to the Ministry of Health Hospital Accreditation Standards (Starkes) which is supported by 16 health centers, 33 assistant health centers, and one regional health laboratory. In addition, there are also private hospitals, clinics, and independent practicing doctors who provide health services in Malang City. Meanwhile, for Health Human Resources in Malang City, there are 11.816 people consisting of doctors, specialist doctors, dentists, nurses, midwives, pharmacists, nutritionists, sanitarians, and other health workers.
