Breadfruit (malangkota.go.id) – The implementation of the Electronic-Based Government System (SPBE) in governance, both at the central and regional levels, is a strategic step to provide better and quality public services. And as an effort to realize this, it is necessary to accelerate digital transformation.

As stipulated in Presidential Regulation Number 82 of 2023 concerning the Acceleration of Digital Transformation and Integration of National Digital Services, one of the effective strategies in supporting this effort is to implement the Electronification of Regional Government Transactions (ETPD) which can increase the efficiency, transparency and accountability of regional finances.
This was conveyed by the Acting Mayor of Malang, Iwan Kurniawan, ST, MM when opening the High Level Meeting on ETPD Optimization in the Management of Regional Taxes and Regional Retributions in Malang City at the Ijen Suites Resort Hotel, Malang City, Thursday (24/10/2024).
"Through this strategic meeting, we can strengthen our commitment and synergy together in order to advance more transparent, accountable, and efficient regional financial governance," he added.
Iwan added, Malang City as one of the big cities in East Java, certainly does not want to be left behind in utilizing technology to improve the quality of public services. "We have carried out several digitalizations of transactions, including payment of regional taxes and levies through QRIS, e-Commerce, ATM, Virtual Account, e-Wallet, and e-Banking," he continued.
Likewise, in terms of regional spending, the Malang City Government has also implemented it in the Online Fund Disbursement Order (SP2D) and Use of Regional Government Credit Cards (KKPD)." However, based on data from the Malang City Regional Revenue Agency (Bapenda), the ETPD index value for semester 1 of 2024 for Malang City is still below the East Java average," he explained.
This is due to the absence of payment channels through Electronic Data Capture (EDC) and EU Reader. Therefore, his party asked the relevant regional apparatus to optimize the use of ETPD including in the management of regional taxes and regional levies. The reason is, considering that regional taxes and regional levies are very important sources of income for development and public services in Malang City, so this must be implemented immediately.
Iwan hopes that through this meeting various strategies and concrete steps can be taken to implement ETPD optimally. "Hopefully the discussion we will conduct can produce useful recommendations that can be implemented immediately," he said.
"We need to ensure that every citizen of Malang City has easy and fast access to pay taxes and levies, and get clear information about their obligations," he explained again.
Iwan further said that there are several points that need to be considered together in order to optimize ETPD on regional taxes and levies, including by improving information technology infrastructure that supports the transaction electronification process, including a safe and easy-to-use online payment system for the public. In addition, socialization and education are also carried out to the public and government officials about the benefits and how to use electronic systems in managing regional taxes and levies.
The next is to strengthen coordination between related agencies to ensure that the implementation of ETPD runs smoothly and is well integrated. "Finally, conducting periodic monitoring and evaluation of the implementation of ETPD to ensure that the goals of efficiency, transparency and convenience have been achieved," he explained. In line with this, with a strong commitment and the right steps, it will be able to realize Malang City as one of the cities that excels in digital-based financial management," concluded Iwan.
