Starfruit (malangkota.go.id) – The Development Planning Deliberation (Musrenbang) is a strategic momentum in determining the direction of participatory, collaborative, and sustainable development. As an official forum, musrenbang is a place for the community to convey aspirations, ideas, and priority development needs in their area.

This is what was emphasized by the Regional Secretary (Sekda) of Malang City, Erik Setyo Santoso, when representing the Acting Mayor of Malang to open the 2025 Musrenbang for the Regional Government Work Plan (RKPD) at the Sub-district Level in the context of compiling the 2026 RKPD for Blimbing Sub-district, Malang City at the Savana Hotel, Malang City, Tuesday (4/2/2025).
The interesting thing in this activity was the performance of L'Sima Band, which is a band fostered by the Class I Malang Penitentiary (Lapas). "I really appreciate the activities organized by the Blimbing District, especially the opening band presented from the Class I Malang Penitentiary reflects one form of community synergy to participate in making the regional development program a success," explained Erik.
Regional Secretary Erik emphasized that the principle of 'from, by, and for the community' is the breath that is to be built from this mechanism. Because, according to him, the community itself is the one who understands the character, problems, and needs in their respective environments better. "Blimbing District is an area that has a big role in supporting the development of Malang City. I consider this area to be rich in potential in various fields, both economic, tourism, education, and socio-cultural," he said.
However, like other areas, Blimbing District also faces various challenges that require joint solutions, such as the fulfillment of equitable basic infrastructure, especially environmental roads and sanitation, increasing local economic competitiveness, especially for MSMEs and the informal sector, as well as accelerating environmental management, including flood control and sustainable waste management. "Therefore, with this forum, it is hoped that it can be a medium for dialogue, discussion and finding solutions as a lever for strengthening and increasing environmental and regional potential," he said.
On this occasion, Regional Secretary Erik also advised that various thoughts and planning formulations must continue to pay attention to aspects of balance and integration, both in terms of territory, human resources, and development. "Therefore, I remind you that the planning we prepare must meet three main principles, namely participatory, results-oriented, and data-based. In addition, the implementation of last year and the current year must be used as study and evaluation materials to strengthen and sharpen the quality of planning and implementation of development next year. I am sure, with the spirit of togetherness, we can answer various challenges and present the best solutions for Blimbing District and Malang City as a whole," he said.
Ending his speech, Erik again expressed his greatest appreciation to the people of Blimbing District who have always actively participated in supporting development programs. According to him, the participation of the community is an important force in realizing Malang City which is increasingly advanced, inclusive, and competitive. "Hopefully through this musrenbang we can formulate development priorities that are appropriate, effective, and pro-community," he concluded.
On the same occasion, Blimbing Sub-district Head Nina Sudiarti revealed that the Blimbing Sub-district RKPD Musrenbang was held to increase community participation in development in Blimbing Sub-district. "The purpose of holding the Musrenbang is to discuss the finalization of development activity proposals by involving elements of regional apparatus, community institutions and village delegations," explained Nina.
Presenting speakers, the Regional Secretary of Malang City and the Head of the Regional Development Planning Agency (Bappeda) of Malang City, this musrenbang was attended by 135 participants consisting of elements of the sub-district, regional apparatus, Sub-district and Sub-district Laskar, Sub-district Delegations, Representatives of TSP/CSR Companies, and Forkopimcam.
