Optimizing BMD Management as an Effort to Prevent Corruption

Starfruit (malangkota.go.id) – The Malang City Government (Pemkot) held a Dissemination of the Regional Asset Management Index (IPA) in Order to Support the Achievement of the Regional Corruption Prevention Index (IPKD) in 2025 at the Grand Mercure Malang Mirama Hotel, Thursday (13/2/2025). This event was held as a way to strengthen coordination as an optimization step in carrying out the roles and functions of government, development, and community services.

Corruption is like a disease that if left unchecked can damage the government system. One vulnerable area is the management of Regional Property (BMD). There are many cases where regional assets are not properly recorded, not certified, or even controlled by unauthorized parties. This has the potential to cause major state losses. Not to mention if there are assets used by certain individuals without strict supervision.

Assistant for General Administration of the Malang City Regional Secretariat Sri Winarni who was present to open this activity, emphasized that her party did not want regional assets that should be for the public interest, to become private property or be left abandoned. According to her, managing regional assets is like managing savings.

"Therefore, it is necessary to ensure that all assets owned are properly recorded, utilized optimally, and most importantly do not become loopholes for practices that are not in accordance with the rules. This Regional Asset Management Index is not just numbers on paper. This is a reflection of how we manage the resources in our region. The better our IPA, the greater our contribution in increasing the Regional Corruption Prevention Index," explained Winarni.

Winarni further said, this is not only about administrative compliance, but also about accountability and public trust in local government. "We all know, transparency, regulation and policy, accountability and corruption risk control are the four main keys in managing regional assets to prevent corrupt practices," Winarni explained.

Winarni emphasized that the four aspects must be properly guided. For this reason, her party emphasized to all Regional Apparatus to be able to strengthen cooperation and collaboration related to the management and reporting of BMD.

"Especially for the Regional Finance and Asset Agency (BKAD), the Public Works, Spatial Planning, Housing and Settlement Agency (DPUPRPKP), and the Inspectorate, which I consider to be key agencies related to the management of Regional Property. These three agencies have an important role in ensuring that regional government assets are managed optimally, transparently, and accountably," explained Winarni.

BKAD is responsible for administrative and financial aspects, DPUPRPKP handles technical aspects and asset utilization, while the Inspectorate plays a role in supervision and evaluation to prevent misuse and losses of regional finances.

Winarni also hopes that her staff can carry out their duties according to their authority. With the current development of technology, Winarni invites them to utilize it well to speed up and simplify asset recording. "I ask that there are no more stories of 'mysterious' assets that suddenly disappear or are recorded but who knows where they are. Everything must be clear, everything must be measurable. In line with that, I hope that through this activity, we can share insights, find solutions together, and of course strengthen our commitment to better management of regional assets to prevent corrupt practices in Malang City," said Winarni.

Winarni further advised that activities like this should not be just a formality, but should truly absorb knowledge and apply it in our daily tasks because everyone has a role in building clean governance that is free from corruption.

"If we can ensure that the management of BMD runs according to the rules, we will not only save state assets, but also ensure the welfare of the people of Malang City. So let's continue to improve, work honestly, and make transparency our work culture," he concluded. (say/yn)
