Malang City Government Holds Socialization of Tourism Bylaw Enforcement and Alcoholic Beverage Supervision

Lowokwaru (malangkota.go.id) – The Malang City Civil Service Police Unit (Satpol PP) held a Socialization of the Enforcement of Regional Regulations on Tourism Implementation in an effort to Control and Supervise Alcoholic Beverages at the Atria Hotel, Malang City, Tuesday (18/2/2025).

This socialization, which was attended by 60 entertainment, hotel, restaurant and cafe business actors, presented speakers from Commission A of the Malang City DPRD and the East Java Province Culture and Tourism Office.

The purpose of this socialization is so that the participants of the activity can understand the Malang City Regional Regulation regarding the obligation to have an entertainment business permit, such as clubs, pubs, bars, and karaoke and for those who sell alcoholic beverages, they are required to have an Alcoholic Beverage Trading Business Permit (SIUP-MB) and a Direct Sales Certificate for Alcoholic Beverages (SKPL).

The next step is to increase knowledge and in-depth information regarding the provisions of Malang City Regional Regulation Number 11 of 2013 concerning Amendments to Malang City Regional Regulation Number 11 of 2010 concerning Tourism Organization and Malang City Regional Regulation Number 4 of 2020 concerning Control and Supervision of Alcoholic Beverages.

The Regional Secretary (Sekda) of Malang City, Erik Setyo Santoso, who was present to open the socialization, said that if business actors comply with the provisions of the regional regulations, it will also have an impact on increasing the Original Regional Income (PAD) of Malang City.

By implementing this socialization, Regional Secretary Erik hopes that the participants of the activity will better understand and be able to carry out their obligations in terms of permit ownership according to the regulations in force in Malang City. In addition, the knowledge of the people of Malang City will also increase.

"Welcoming the month of Ramadan, we appeal to entertainment entrepreneurs, especially nightclubs, pubs, bars and karaoke or places that provide or sell alcoholic drinks, to temporarily close to honor the arrival of the Holy Month of Ramadan and maintain harmony," said Erik.

In terms of the obligation to obtain a night entertainment business permit, he said it is a very crucial aspect. This is necessary to ensure that the business complies with all standards set by the Government, including in terms of security, cleanliness, and comfort.

For entrepreneurs, he continued, having a business license will have an impact on gaining trust from consumers. Nightclubs, pubs, bars, and karaoke that are well-managed, legal, and certified have a better reputation so that they provide a sense of security and comfort without worrying about potential dangers such as fires, security disturbances, or other violations of the law.

"For night entertainment entrepreneurs, it is hoped that they will not try to manipulate taxes, because there are several cases of places with cafe or restaurant permits but it turns out that there are also alcoholic drinks in them. Collaboration is also needed regarding permits for night entertainment venues, then also supervision of Regional Regulations which are the function of Satpol PP and the potential PAD that can be obtained by Bapenda Malang City," he concluded.
