Klojen (malangkota.go.id) – The Plenary Meeting with the agenda of Delivering the Explanation of the Mayor of Malang regarding the Agreement on the Initial Draft of the Regional Medium-Term Development Plan (RPJMD) of Malang City for 2025-2029 was held in the Plenary Meeting Room of the Malang City DPRD, Monday (24/3/2025).

In his explanation, Malang Mayor Wahyu Hidayat said that of the 15 stages of the RPJMD preparation, five stages have been implemented on time. So the next stage can be implemented immediately and meet the specified time limit.
As stipulated in the laws and regulations, the Mayor of Malang said that the next stage must obtain an initial mutual agreement to be continued to the next stage of preparation, namely submitting a consultation on the initial draft of the RPJMD to the Governor of East Java.
"The joint agreement at least contains the vision and mission, as well as the goals and targets of regional development along with the time commitment for completing the 2025-2029 RPJMD document. Meanwhile, the initial draft document of the RPJMD has presented the vision, mission and superior ten-year service program," he explained.
Wahyu further said that this is in line with the ideals of realizing Indonesia Emas 2045. According to him, it is necessary to strengthen the foundation to make Malang City globally competitive, and have the ability to adapt to the challenges of globalization and respond to every change to continue to grow and develop, both in the economic, social and other sectors.

While BERKELAS is an acronym for the embodiment of sustainable, collaborative, efficient, sustainable, adaptive, synergistic. "MBOIS and BERKELAS are not rhetoric or word games, but are a noble ideal, sincere intention and at the same time a commitment," said Wahyu.
The vision and mission presented in the initial draft document of the RPJMD has previously been discussed technocratically with a regulatory principle approach, and has mapped the alignment between the RPJMD and other documents, especially the RPJPD which carries three mandates of transformation towards a Golden Indonesia and especially a globally competitive Malang City.
The technocratic discussion formulated four RPJMD missions that are in line with the RPJPD missions, namely:
- Creating a cultured, optimistic and innovative generation (or what can be called a human resource cluster)
- Realizing a prosperous and independent society based on a stable and adaptive economy (or what can be called an economic and welfare cluster)
- Creating a beautiful, collaborative, sustainable and sustainable urban environment (or what can be called a sustainable urban environment cluster)
- Realizing efficient and synergistic governance and public services (or what can be called a governance cluster)
"To meet the rules for compiling planning documents, in the initial draft document of the RPJMD, the goals and targets of four goals and ten targets have also been formulated, all of which are relevant and support the realization of the vision and mission, where each is equipped with performance indicators and targets so that its achievement can be measured later," explained Wahyu.
Also included are 11 strategic issues that have been formulated, divided into economic, social and governance aspects, starting from human resource competitiveness, strengthening a harmonious and cultured social environment, and strengthening a healthy social environment.
Next, sustainable inclusive economic development, inflation control, increasing regional productivity, increasing sustainable infrastructure, improving environmental quality and regional resilience, clean, accountable, effective and efficient governance, adaptive and serving public services, and regional fiscal independence.
Wahyu further stated that the formulation of the vision, mission, goals and targets had taken into account aspects of relevance, harmony and vertical causality (from top to bottom), or what is more familiarly known as the term cascading. In the formulation of the initial draft of the RPJMD, a mapping of the vision and mission has also been carried out up to the regional apparatus that supports it. This is intended to emphasize the role of each regional apparatus in realizing the vision and mission, as well as to avoid overlapping tasks and functions of regional apparatus.
"The narrative presented in the initial draft document of the RPJMD has also described the elaboration of each mission into objectives, targets, regional apparatuses to the superior ten-service programs. Each superior ten-service program is cross-sectoral and cross-regional apparatus, in accordance with the principles Cross cutting performance, thus requiring cooperation, collaboration and synergy between related regional devices," he concluded.
