Klojen (malangkota.go.id) – 28 officials within the Malang City Government took part in the Pratama High Leadership Position Competency Test (JPT) in the Mini Block Office hall of Malang City Hall, Thursday (17/4/2025).
This competency test is an implementation of the mandate of Law Number 23 of 2020 concerning the State Civil Apparatus, namely regarding the filling of positions by considering the suitability between the qualifications, competencies and performance of officials so far, then linked to existing work and carried out in a transparent, objective, competitive and accountable manner.
Malang Mayor Wahyu Hidayat, who was present to open the event accompanied by Malang Deputy Mayor Ali Muthohirin, said that it is necessary to realize together that in the dynamics of increasingly developing government management, filling positions is one of the important instruments to ensure the best quality of leadership in carrying out government duties.
"Related to that, as we know, Malang City is a rapidly developing city, both in terms of economy, tourism, and infrastructure. So it is relevant if visionary, innovative leaders are needed, and are able to adapt to dynamic changes and in accordance with the demands and expectations of the community," he added.
In order to realize this, the number one person in the ranks of the Malang City Government said that it is necessary to conduct a competency test like the one held today. "I am sure that this competency test for the high-ranking regional government leadership position has an important value in the process of managing human resources," he continued.
Because, from this competency test can be a benchmark to ensure that officials who occupy positions have the appropriate qualifications and abilities. Next, the implementation of competency tests has proven effective in job placement which is expected to improve organizational performance and efficiency.
Third, to ensure that leaders at the pratama level have the technical skills needed to carry out their duties. In line with this, the implementation of this competency test is an important instrument to measure, evaluate and assess the level of suitability and relevance of the competency of high-ranking pratama officials.
"Thus, later they can be placed in positions according to the results of the competency test carried out, or in other words... the right man in the right place. That way, it will be able to support all programs in order to build areas that are in accordance with the vision and mission of the city of Malang," explained Wahyu.
In this regard, Wahyu also asked participants who took the competency test to demonstrate their technical abilities and managerial skills in assisting and supporting programs for regional progress.
In addition, it is expected that participants demonstrate integrity, ethics and a spirit of public service which are the main foundations for every leader in carrying out their mandate. "To the selection committee and the competency test assessment team, I entrust them to provide objective and accurate assessments based on the results of the competency test carried out," he said.
Thus, accurate data will be obtained to place officials professionally according to their respective abilities and expertise. "With such efforts, I am sure that the Malang City Government will be able to improve the implementation of government, development and community tasks optimally," concluded Wahyu. (say/yn)
