Klojen (malangkota.go.id) – The Malang City DPRD has approved the Draft Regional Regulation (Ranperda) on Regional Taxes and Regional Retributions (PDRD) proposed by the Malang City Government (Pemkot). Based on the final submission submitted by each faction, it was concluded that the Malang City DPRD accepted and approved the draft regional regulation which was prepared as an amendment to Regional Regulation Number 4 of 2023 concerning PDRD. This decision was conveyed in a Plenary Meeting at the Malang City DPRD Building, Thursday (12/6/2025).

Deputy Mayor of Malang, Ali Muthohirin said that the Malang City Government needs to make adjustments to Regional Regulation Number 4 of 2023. This adjustment was made based on the results of the regional regulation evaluation by the Directorate General of Fiscal Balance of the Ministry of Finance and the Directorate General of Regional Financial Development of the Ministry of Home Affairs.
"There are several regulatory materials that need to be adjusted. There are several types of levies and potential levies that have not been stated in the previous regional regulation. So the hope is that the draft regional regulation on regional taxes and regional levies can provide legal certainty so that the implementation of the collection can be orderly, efficient, economical, effective, transparent, and responsible," explained Ali.
One of the main points of the PDRD Draft Regional Regulation is the change in the minimum threshold for taxable business turnover, which is IDR 15 million per month. Deputy Mayor Ali said that the determination of the limit was also based on other regions and would not affect small business actors, such as street vendors.
"Of course we have analyzed everything, we also have data from regencies/cities in East Java. Today we have decided the limit is IDR 15 million, the same as Surabaya. If later there are complaints from street vendors, maybe later there will be special attention and protection for these street vendors, we will make special regulations to detail it," he continued.
Responding, Malang City DPRD Chairperson Amithya Ratnanggani Sirraduhita explained that the PDRD Draft Regional Regulation does not clearly state the types of business actors that are exempted, whether street vendors or others. However, the woman who is familiarly called Mia said that the exemption from taxation is based on turnover.
"What we are trying to protect is by limiting turnover. Initially we set it at IDR 5 million, then increased it to IDR 15 million, and some argued for IDR 25 million. This value has been discussed by consensus by considering one thing and another so that it was set at IDR 15 million," he explained.
Mia emphasized that her party will continue to monitor and evaluate the implementation of the regional regulation after it is determined later. This woman who wears a hijab also hopes that this is not just about pursuing regional income through taxes, but how the government is present to protect tax objects so that they can develop.
"After this is protected, the enthusiasm and atmosphere of the business are formed, and the business runs well, automatically later we will be able to replace better potential. We can do it by improving the withdrawal system, updating data. So the point is how we can protect the community," he concluded. (ari/yn)
