Malang City Medium Term Development Plan compiled as an elaboration of the VISION, MISSION of Malang City, and the Regional Head's program, the compilation of which is guided by the 2005-2025 Malang City RPJP and takes into account the National RPJM. The substance of the 2018-2023 Malang City Development program which is contained in 4 (four) Development MISSIONS can be described as follows:

Ensuring Access and Quality of Education, Health and Other Basic Services for All Citizens

  • Development is prioritized on improving the quality of human resources by improving the quality, accessibility, and equality of education and health services as well as increasing access to basic public services for all residents of Malang City.

Realizing a Productive and Competitive City Based on Creative Economy, Sustainability and Integration

  • Development is prioritized on increasing regional productivity and competitiveness as well as welfare and increasing integrated and sustainable infrastructure development and city support, orderly spatial planning and environmentally aware.

Realizing a Harmonious and Tolerant City Based on Diversity and Partisanship towards Vulnerable Communities and Gender

  • Government administration prioritizes increasing harmony between religious communities by upholding cultural diversity and tolerance between religious communities and protecting vulnerable communities, gender equality, and social harmony.

Ensuring Public Satisfaction with Legal, Professional and Accountable Government Services

  • Development is prioritized to realize the implementation of bureaucratic reform and quality, professional, accountable and public service oriented towards public satisfaction.
